Eco Central Park Vinh: location, sub-zones and handover

Eco Central Park is the Ecopark founder's township in Vinh, the capital of Nghe An province, launched in September 2022. At nearly 200 ha it is one of the largest urban developments in Vinh and Ecopark's first in central Vietnam. Where is Eco Central Park?

The site sits on the Lam River. It was formerly in Hung Hoa commune, Vinh city; after the 2025 administrative reorganisation the press lists it under Truong Vinh ward, Nghe An province. The developer quotes about 7 minutes to central Vinh, 10 minutes to Vinh airport and 15 minutes to Cua Lo beach by car. Those are the developer's figures, so test the drive yourself.

Scale, sub-zones and home types

Some aggregator sites cite a total investment of about USD 1 billion and over 3,100 homes. Those are secondary figures, so ask the developer for the official master plan.

Amenities and handover progress

• Swan Lake park, open since the 30 April holiday in 2023.
• Hung Vuong pedestrian street, with its shophouses already handed over.
• A water-play plaza and a clubhouse (gym, spa, sauna, medical room, restaurant) in The Plaza.
• Tom & Jini, an indoor children's play centre of about 3,000 m², billed as the largest in Nghe An.

According to press reports from April 2024, nearly 300 villas and townhouses in The Garden 1 were handed over from late 2023 and families have moved in; The Garden 2 had finished its shell; and the Central Park Residences tower had completed its podium. By Lunar New Year 2026, residents of Central Park Residences were celebrating in their new homes.

Legal checks

• For low-rise homes, confirm the land-use term on the certificate. Aggregators describe it as long-term ownership, but check the certificate for the exact unit.
• For apartments not yet handed over, ask for the Nghe An Department of Construction letter confirming sale eligibility and a bank guarantee.
• Match the seller's legal entity against the project file, since Ecopark often develops through subsidiaries.

Tips before buying at Eco Central Park

• Ask whether a sub-zone's amenities actually exist yet or are still on the plan.
• If you receive a shell unit, budget for fit-out; many families need a few months before moving in.
• If you plan to rent it out, check real rents in Vinh rather than advertised figures.

Costs on top of the price

The figure on a price list is rarely everything you pay. Add:

• 10% VAT on the building part of the price (not on the land-use fee), if the list shows prices before VAT.
• A 2% maintenance fund on apartments, paid at handover.
• A 0.5% registration fee when the ownership certificate is issued.
• Monthly management and parking fees.
• Fit-out and move-in costs: kitchen, curtains, lighting, storage.

A simple first-year cost sheet lets you compare projects fairly, rather than comparing price per square metre alone.

Who is Eco Central Park for?

It suits families living or working in Vinh and nearby districts who want a fully planned neighbourhood, and people from Nghe An working elsewhere who want a managed home back in their province. If you are buying to let, remember that Vinh's rental market is much smaller than Hanoi's or Ho Chi Minh City's, so check real demand first.
